updated LArMonitoring configuration file for adding normalized noise bursts plots

Hi, LArMonitoring config file is needed an updated for including a few normalized plots for the noise and MNB plots. This MR is thoroughly tested and a test WD is produced here: https://atlasdqm.cern.ch/webdisplay/test/240601/express_express/run_424723/run/
