AthenaKernel+StoreGate+AthenaServices: Use ConcurrentPtrSet for CondCont dependencies.

Store CondCont dependencies using a ConcurrentPtrSet and change the interface to pass in one dependency at a time, to remove locking and vector copy overheads.
