Run 4 config update for FTAG PhysVal

Merged Thomas Strebler requested to merge tstreble/athena:JetTagDQARun4 into master

This MR introduces updates for the FTAG PhysVal to tailor the Run 4 configuration. In particular:

  • the names of the monitored taggers is made configurable
  • run-specific json files are introduced to manage different histogram ranges
