Update legacy configuration for BunchCrossingCondAlg to match CA-based configuration

John Derek Chapman requested to merge jchapman/athena:BunchCrossingCondAlg_legacy_main into master

Set BunchCrossingCondAlgDefault.TrigConfigSvc to be empty for MC jobs as in CA-based configuration. Avoids loading TrigConfigSvc during digitization and overlay (and Fast Chain) jobs.
