athena-less python-only code to access LAr Identifier Helpers and LAr Cabling

I finally found a way to access the LAr Identifier Helpers and the LAr Cabling outside an athena event loop. This implies that I re-implement a a small fraction (~ 10 lines) of the LArOnOffMappingAlg in python.
