sTgcFastDigitization - Split the strips into 3 digits to achieve continous strip positions

  • Split strip hits into 3 digits to recover the smeared strip position during clustering
  • Fix channel width bug leading to zero wire uncertainties
  • Large strip cluster uncertainties need to wait until ATLASSIM-7215 has been resolved
