Adding Sort & Select algorithms for jTaus. Following notation of jTauNoSort

In preparation for the HI 2024 runs, jTau Sort & Select algorithms have been added, following the notation of existing jTauNoSort algorithm. Recent studies show that for UPC Hi collisions, jTau provide better efficiencies at low PT then eEm, but the high rates require additional topological requirements (dPhi for example). The two implemented algorithms create list to be used in L1Topo algorithms.
