Migration of TrigCaloMonitoring to MT monitoring framework (ATR-19996)
This merge request migrates the TrigCaloMonitoring package to the MT monitoring framework as requested in ATR-19996. Two principle algorithms HLTCalo_L2CaloEMClustersMonitor and HLTCalo_TopoCaloClustersMonitor are added. The functionality is exactly the same as the legacy monitoring.
