Remove unused/rewritten MuGirl packages from nightly compilation

Hi @emoyse, @rosati, @wleight,

this MR removes the packages (having MuGirl in their names) which were re-written in the past and are now contained inside MuonCombinedTrackFindingTools, MuonTrackPerformance and MuonRecValidationNtuples from the compilation (@emoyse, please confirm that I did edit the package_filters.txt file correctly). The plan is to check whether nightlies without having those packages behave fine in the next weeks and then finally remove this unused and uncompiled code.
