Refine HLT summary

Related to ATR-20955.

Refine the HLT summary printed in TrigSignatureMoniMT. Changes include:

  • setting field width with library function std::setw() instead of printing spaces
  • printing - for inactive chains
  • Decisions row -> Events and Features
  • printing chain ID
