Bump acts v0.17.0, enable the JSON plugin

Paul Gessinger-Befurt requested to merge pagessin/atlasexternals:bump-acts-v0.15.0 into master

As a follow up to !605 (closed) this now enables the JSON plugin, but uses the installation of nlohmann::json that is already built as part of the externals. Please let me know if I didn't set up the dependencies right.
