CORAL/COOL Build, master branch (2021.07.29.)

Created a new package for building CORAL as part of an externals project. With a configuration that I got from https://gitlab.cern.ch/sft/lcgcmake/-/blob/master/projects/CMakeLists.txt, https://gitlab.cern.ch/atlas-tdaq-software/TDAQCExternal/-/blob/master/CMakeLists.txt, but mainly by just looking at the CMake configuration of CORAL itself.

This is necessary for ATDBOPS-116, to let SFT remove CORAL/COOL from the LCG releases.
