Investigate runner system failure in test job

I don't know why, or if it's significant, but all the sudden the master branch seems to have issues with the runners failing during the test job (and sometimes other jobs hitting 400 errors). I assumed for a while this was unavoidable, but it's super weird how often it's happened, say, on almost all the pipelines of the commit here: da3e2af3
