Review the condition to power cycle fantray when I2C communication is stuck

In the CHARM irradiation 07/2024 we noticed several times that all i2c readouts (RaToPUS, System Board ADC) were stuck. After manually power-cycling the fantray the whole scanning was restored. Hydra should monitor this and power cycle the fantray automatically when i2c communication freezes.
