Add `IPowerSupply::isOn`

Add a function that returns true if a power supply channel is turned on.
An implementation exists for Keithely24xx in !87 (merged) . But we should wait for !90 (merged) to be merged first so reduce the number of classes we would have to update.
Link items together to show that they're related or that one is blocking others.
