Add a DC/DC efficiency check to basic tests

There is currently no pass/fail on the DC/DC efficiency in the basic tests. Thus an "inefficient" powerboard would never fail. The only time the efficiency is checked is part of the advanced tests.

Modify the LV_ENABLE test to include an efficiency check. This also means changing the load value to 2A.
