Permissions for editing hardware configuration file

The hardware configuration file, /etc/powertools/equip_testbench.json, is only editable by the root user. However we only give petalinux user credentials to reception sites, meaning that they cannot edit it.

Proposed solutions:

• sudo rights for petalinux user for editing this file.
• give root password to reception sites
• change permissions to /etc/powertools
