Deprecate ExpertApplication and CO2Application

This MR marks the ExpertApplication and CO2Application as currently deactivated. The following changes have been made:

• Added a deactivation warning to the ExpertApplication and CO2Application classes.
• Updated tests to be skipped with a deactivation reason.
• Updated README to reflect the deactivation.
• Added a new GenericPage on /expert-app URL with the deactivation message.
• Removed deployment configuration for these apps.

Reason for deactivation: The expert applications are no longer actively maintained with the latest feature implementations.
