BLO particle concentration emission value update

According to #194 (closed) we have changed the particle concentration emission values for the B and L modes.

Before:

Cn,B = 0.1
Cn,L = 1.0

Changed to:

Cn,B = 0.06
Cn,L = 0.2

Additional information in #194 (closed) . Tests are missing (cc. @nimounet )
