Removed LFC and DPM support. As a consequence the name of the name server daemon no longer has any influence over how it operates

Remove the contents of monitoring tables using 'DELETE FROM' as opposed to 'TRUNCATE TABLE'. Why? Because TRUNCATE is a DDL operation involving a commit after the operation. As a consequence of the commit the monitoring tables are empty for several minutes before the new information has been extracted from the database. This confuses the lemon sensor which resets all values when the table is empty

Fixed a bug in the Cns_internal_dropsegs function which attempts to terminate the database transaction multiple times. As a consequence of this the name server thread dealing with the request can hang for up to 80 seconds

Added "How to install and run an aggregator for development on tpsrv202" to castor/tape/doc/tape_howto.txt

First draft of the new MsgHandler structure inside of the tpcp::Recaller.  Note that FileRecalledNotifications from the Aggregator are simply acknowledged.  some processing still needs to be done.  One has to at leats determine whether or not files are being successfully recalled.

Added the Aggregator message handler skeleton structure to the tpcp::Recaller ActionHandler.  We now need to fill out the message handler methods for FileToRecallRequest, FileRecalledNotification and EndNotification

classes will eventually be used to keep track of the next tape file sequence
number to be processed.
