Rapidity selection for leading jet in trigger strategy

@paconnor started a discussion: (+1 comment) The argument of taking the leading jet in the tracker is inherited from SMP-20-011. It was motivated by the loss of efficiency observed in 2.5 < |y| < 3.0. At that time, I didn't check what would happen beyond 3.0. However, you and I have recently seen that this efficiency looks good beyond 3.0, so it seems to be a problem only in that region.
Therefore, do we want to change strategy here? And consider the leading jet, regardless of the rapidity selection? This means that we would need a good understanding of the efficiency correciton in that region.
