Response in bins of ptgen. Reviving executables to extract JECs.

The goal of this MR is to transpose to response filled in bins of ptgen instead of ptrec as the former seems to provide generally more centered distributions.

Additionally some old executables are revived to extract the JEC directly from the JetMET tables.
