Revise installation of prefix apptainer commands

@lmoureau started a discussion in !50 (merged). Essentially, the script is called el8 happens to be used for various cc7 and el9 as well. It would be better to have a single script (with an extension for readability) that would be installed properly by CMake. Such a change must be transparent from a user's perspective.
