Contributor workflow

This repo is expected to get contributions from many external contributors including but not limited to framework developers.

It is currently not possible to work with forks and merge requests because the pipelines need to run from the cms-analysis area. Because of this, debugging can only happen in the main repository, which is not ideal.

We should find a way to streamline this. One possibility is through merge request pipelines running in the main project, but they must be manually approved so it is also not ideal.
