Merge branch 'bugfix/el7-rpm' into 'master'
Hey Laurent! We had some discussion with Tom about how address the hosting of the rpms generally, and that distracted me from fixing the publishing step. Thanks for the MR; a tag will be coming soon

Dear @ccosby,
I see ongoing work to merge and debug the Enterprise Linux 9 compatibility MR I submitted a few weeks ago. Thank you for that!
Unfortunately, the RPM publishing job for EL7 is now consistently failing. This problem is due to a silly typo I introduced in commit 210de1e0. This new MR proposes a simple fix for what should hopefully be the last bug.
If this merge request entirely fixes the CI pipeline, I would like to request a new release and a new tag in order to get an official release and its associated Yum repository that the CMS sysadmins could mirror for deployment in production.
Thank you!

Dear library maintainers,
the CMS GEM group is in the process of updating its online software to AlmaLinux 9, both for test stands and for the production system at P5. Among our dependencies, the AMC13 libraries are not yet officially built to support any Enterprise Linux 9 variant.
This MR thus aims at bringing support for all ABI-compatible Enterprise Linux 9 variants (AlmaLinux, RedHat,...) Following an approach similar to !13, only build errors are fixed and CI jobs added. No functional changes are expected outside of the centos7/8
to el7/8
rename in the RPM release names.
Please let me know if any additional information is needed.
Thank you!
Note: The RPM publishing jobs are falling since running in the context of my own fork.
