Board manager: add show links command

The current board-manager show system command is a bit unwieldy in terms of output, so we should add a separate show links command to display the link table. Some improvements could be made, including:

• Add command line flags to filter links by board, port, to/from, etc.
• Add the port status to the display in order to spot dodgy links.
