SLC base images fail to build

This seems to happen since a couple of weeks, see e.g. https://gitlab.cern.ch/cms-cloud/cmssw-docker/-/jobs/16971283

Could be that it's due to the openssl-devel package (see logs).

@mccauley do you have time to look into this?
