Fix SCA control register configuration

We currently overwrite settings every time we rerun the configuration https://gitlab.cern.ch/cms-etl-electronics/module_test_sw/-/blob/master/tamalero/SCA.py#L258 E.g. enabling I2C disables GPIOs and vice versa.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
