Analyzer before upload to ConfDB

We are moving towards stating the analysis from complete CMSSW configurations stored in ConfDB, because these have a more stable format than configuration fragments. However, in order to integrate with MC&I infrastructure we still need to operate directly from a gridpack (and maybe a fragment).

We need to develop a tool that can start from a merge request in https://gitlab.cern.ch/cms-exo-mci/EXO-MCsampleRequests [docs] (or equivalent systems in other PAGs).
