Version 0.9.0 has troubles building with `-j $nproc`

Dears, we are trying to build utm 0.9.0, but the parallel build fails (using make -j 16 all) the make all build works however, see the description here: https://github.com/cms-sw/cmsdist/pull/7281#issuecomment-915209605
