cmsdbldr does not exist

While installing the py4dbupload locally I encounter the following error:

fatal: Authentication failed for 'https://gitlab.cern.ch/cms-ph2-database/cmsdbldr.git/' fatal: clone of 'https://gitlab.cern.ch/cms-ph2-database/cmsdbldr.git' into submodule path '/home/pixel/py4dbupload/cmsdbldr' failed

I am aware that the issue was mentioned one year ago but it is not clear whch egroup I should join in order to gain access to the cmsdbldr package.
