add PCL to Express WMSpec

Add the PCL (Prompt Calibration Loop) to the Express WMSpec. This means on of the alcaSkim outputs can have an ALCAPROMPT data tier. For that data tier schedule a final step to run the AlcaHarvesting.

The outputs of the AlcaHarvesting steps are either dqm root or sqlite files. The former get uploaded to the DQM GUI (just like in DQM Harvesting), the later get written to storage and need to be accounted for (to be uploaded to the dropbox later in a Tier0 component).
