Update to latest EMP-FWK

Jonathan Fulcher requested to merge apollo_uio_dtbos into master

The latest commit contains the new tarball structure for Apollo. Requires addition of artifact in ci for the apollo_package.tgz to be included. Requires device-tree-compiler in the make project stage to make dtbo for the fw tarball.
