Super ID calculation uses hard coded link ID

When calculating if the Super ID should increment by if the BCID is less than previous, a hard coded link is used for the header information. This leads to the Super ID not incrementing if no module exists on that link.

This should be changed to use the same link ID as is selected by the header start IPbus register header_start_select thus allowing for customisation at run time.
