updated all available tools to refelect proper constructors in the source file + correct initialisation for external linking

- integrated tester: was not runing without USB inst
- latency scan - added test pulse initialization
- d19c_test - settings of the test pulse amplitude
- register tester -  if you write to frontend control 0xAA, this writes to page register.. which leads to strange result
- short finder - most of the hard coded stuff removed, adapted for different boards, fixes of the test groups and ids(now you can disable chips)

WriteCBCBlockReg changed to locally check whether a CBC register write fails if the write operation is attempted more than
5 times. Changes to the *FWInterface classes in the previous commit (2d746ad5) removed.
