[ci] quality:clang-format CI job failures

The job configuration is to use CC7, see https://gitlab.cern.ch/cms_tk_ph2/Ph2_ACF/-/blob/Dev/.gitlab/ci/code-quality.yml?ref_type=heads#L39

It should be updated to Alma9 and consequently also use clang-format in version 16 (default for this release).
