Dump all VFAT calibration parameters from database into a CSV file

Description

The Oracle production database can be used (easily) only on the CERN sites. Therefore we should implement a tool that would allow dumping the needed information into a CSV-like file usable everywhere by the analysis suite.

The produced file should be usable in the analysis given the right mapping between the geographical address (fed, slot, oh, vfat) and the VFAT chip ID.
