VFAT configuration producer skips VFAT without new parameters
Description
When inputdir is different than outputdir, gemos create-config vfat does not copy the VFAT configuration files for which there are no new parameters to apply. This must be fixed since producing incremental configuration files is based on the principle that the new configuration is the old configuration plus the parameter changes.
Also noticed that new configuration parameters (i.e. present in the DataFrame but not in the default or previous configuration file) are not added and the error is silently ignored.
