HandleTCDS parameter handling duplication

The HandleTCDS parameter is passed in two different ways to the gemsupervisor The https://gitlab.cern.ch/cmsgemonline/cmsgemos/-/blob/develop/doc/examples/xml/gem904daq04.xml#L14-16 and both values seems to be used. This duplication should be avoided to avoid possible mystakes and it should be passed only as part of the TCDS parameters, if possible.
