Refactor README, CONTRIBUTING and DEVELOPERS
Summary
Currently, the instructions for users and developers are split between the README (nearly empty), CONTRIBUTING, and DEVELOPERS files. The semantic of the files should be made clearer, and the navigation should be made as simple as possible.
What is the expected correct behavior?
The entry point for users and developers must be made easy to navigate and understand.
