Implement a web-based gem_reg.py like tool

Summary

gem_reg.py is amongst the most useful low-level debugging tools from the legacy software. Unfortunately, that software flavor will not be supported in the near future. One must make sure to implement the functionalities in the new software in development.

The proposal would be to add a gem_reg.py like interface inside the low-levels tools web GUI.

What is the expected correct behavior?

A very low-level debugging tool allowing to access every register independently.
