Add a web interface for the recovery procedure in the low-level tools

Summary

One of the first usage of the low-level tools will be to recover one or more back-end board, both on the software and firmware/hardware sides. This issue targets the implementation of the web interface allowing the recovery. The back-end board(s) to recover must be selectable as well as the recovery steps to be performed.
