Migrate HTML towards Bootstrap classes

Summary

Now the the updated version of bootstrap that is stored in the gem::base namespace, these features can be utilized very easily and should be implemented in other classes besides the gemmonitor and gemsupervisor. This change will also help in bringing commonality to the different parts of the XDAQ applications

What is the expected correct behavior?

At minimum, using bootstrap for HTML objects that could use the bootstrap level css classes, e.g. -danger or -warning etc. This could be used for <button> and <table> very easily.
