Allow different refresh rate for diffrent monitorable groups

Summary

Currently, all monitrables are refreshed at the same rate. This is not necessarily desired. Slow varying values and counters can be read out less frequently than instantaneous values.

What is the expected correct behavior?

Each monitoring group should be resfreshable at its own, defined, rate.
