Add the infrastructure to build DPDK applications

Description

As successfully shown during the last Phase-II test beam, DPDK is a suitable technology to power the local readout/DAQ feature. However, no support exists in cmsgemos yet.

Possible fixes

The documentation, the CI, and the main development machines (gem904daq04) should be ready to build and host DPDK-based applications.
