Add the function manager to the CI
Description
Title says it all, the GEM function manager isn't built and released via the CI.
Possible fixes
The MR !250 (merged) is already taking care of the Java files linting.
The CI should be improved. First by building the Java code, then by pushing ht artifacts to the cmsgemos website.
