Better defined AMC13Manager states

Description

At the moment, the AMC13Manager states are not well defined and do not follow the conventions established for the rest of the system. This should be fixed, particularly after the merge of 6285225f that is made to avoid conflicts between different configurations.

Possible fixes

Refactor the AMC13Manager to follow the state conventions developed in the AMCManager. Document those states.
