Add control of the cDAQ applications

Description

Sometimes using the uFedKit is useful for debugging purposes, better integration, and/or increased bandwidth. However, the only way to start a uFedKit run is to manually launch the xDAQ applications provided by cDAQ. It should be possible to achieve the same automatically with the GEM Supervisor.

Possible fixes

Trigger the cDAQ xDAQ applications (EVM/RU and BU) state transitions from the GEM Supervisor.
