"Context" section of the MR template is redundant

Summary

The current MR template has a section "Motivation and Context" with the following instructions:

Why is this change required? What problem does it solve?

This should be discussed in the mandatory Related Issue, so in most cases the section will be redundant. If additional details are needed, they fit well in the "Related Issue" section.
