GBT configuration with averaged phase values

Summary

Currently the GBT configuration files used for initial configuration of the system contains default (0) e-links phases. Such settings do not guarantee stable communication with all the VFATs. Instead, the configuration with phase values derived statistically for GE1/1 should be provided. Unfortunately this is not possible for GE2/1 due to lack of statistics.

What is the expected correct behavior?

After the front-end recovery all the VFATs should have stable communication.
